Delivery Manager – EU Framework Contracts (Brussels)

Profile Overview:

An experienced and highly organized Delivery Manager specializing in EU Framework Contracts, responsible for overseeing the execution of large-scale, multi-year contracts with European institutions and agencies. This professional ensures efficient project delivery, stakeholder management, compliance with EU regulations, and alignment with contractual obligations.

Key Responsibilities:

  • End-to-End Contract Management: Oversee the execution of EU Framework Contracts, ensuring timely and quality service delivery in compliance with contractual commitments.

  • Client Relationship Management: Act as the main point of contact for European institutions, maintaining strong relationships with key stakeholders and ensuring customer satisfaction.

  • Project Coordination & Oversight: Manage teams delivering services across multiple EU agencies, ensuring alignment with service level agreements (SLAs), key performance indicators (KPIs), and EU procurement guidelines.

  • Compliance & Risk Management: Ensure adherence to EU regulations, contractual obligations, and corporate governance policies, mitigating risks and handling escalations proactively.

  • Financial & Resource Planning: Monitor project budgets, optimize resource allocation, and ensure cost-effective contract execution.

  • Stakeholder Engagement: Represent the company in meetings with European Commission, EU agencies, and consortium partners to align strategic objectives and ensure smooth contract execution.

  • Consortium & Supplier Coordination: Manage relationships with subcontractors and consortium partners, ensuring seamless collaboration and efficient service delivery.

Required Skills & Qualifications:

  • Proven Experience: At least 5+ years in project or contract management, preferably within EU Framework Contracts or large-scale public sector engagements.

  • EU Institutions Knowledge: Strong understanding of the European Commission, EU agencies, procurement processes, and framework contract regulations.

  • Project Management Expertise: Certification in PMP, PRINCE2, or ITIL is a plus. Ability to manage complex, multi-stakeholder projects with strict SLAs.

  • Financial & Risk Acumen: Experience in budget management, financial forecasting, and risk assessment in public sector contracts.

  • Excellent Communication & Negotiation Skills: Ability to interact effectively with EU officials, project teams, and consortium partners.

  • Multilingual Advantage: Fluency in English is required; additional languages (French, Dutch, or others) are highly desirable.

  • Technical Awareness: Understanding of ICT, digital transformation, or cybersecurity projects in the EU public sector is a plus.
