Job description

DESCRIPTION OF THE TASKS:

•     Manage and follow up projects in all their life cycle phases (inception, business analysis, elaboration, construction, transition and maintenance), in particular those of external contractors, and the interdependencies of the several contractors’ activities, to ensure end-to-end delivery of all activities in a timely manner, typically towards a stringent policy deadline imposed by legislation.

•     Contribute to technical design and/or validate and assess technical design of solutions and testing methods as proposed by the external contractor.

•     Facilitate communication and cooperation with Policy teams, Member States, Economic Operators, and other EC services involved in the programs regarding service operations.

•     Interaction with the business analysts, national customs administrations, users, project leaders and the developers

•     Produce, review or maintain all required artefacts related to functional and non-functional testing.

•     Follow up conformance testing activities of external partners (i.e., Member States and/or Traders)

•     Understand the business and technological aspects of the project, including the risks and the success factors. 

•     Work with the help of business, process and data analysts, enterprise/solutions architects as needed.

•     Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within the Client and/or with Member States or other partners;

•     Pro-actively identify risks on project delivery and propose and implement mitigation measures.

•     Escalate issues, in particular the ones with potential impacts on time or resources, imposing a risk on timely delivery and expected quality.

 

LEVEL OF EDUCATION: Bachelor or Master Degree

 

 

Following skills and knowledge are required for the performance of the above listed tasks: 

•     Proficiency with Project Management tools, JIRA, TEMPO Methodology, Confluence, Synergia SMT

•     Ability to give business and technical presentations to multiple stakeholders

•     Ability to apply high quality standards

•     Analysis and problem-solving skills

•     Capability to write clear and structured technical documents

•     Ability to participate in technical meetings and good communication skills

 

Following specific expertise is mandatory for the performance of tasks:

•     Minimum 6 years’ experience in IT, including recent 3 years’ IT project management experience.

•     At least 3 years specialized experience with IT Systems in the context of customs

•     Experience in testing methodologies and tools (FAT, SAT)

•     Experience of large scale digital distributed systems integration projects is an asset.

•     Certifications: ITIL,, PM2 (Project Management, Agile, …), PMI Project Management Professional (PMP) or Prince2
