LEVEL OF STUDIES: Master Degree

Following skills and knowledge are required for the performance of the above listed tasks:

•       Very good knowledge of enterprise data architecture, analytics platforms, data integration frameworks, and data governance models, with demonstrated experience in designing and implementing complex solutions in both on-premises and cloud environments.

•       Ability to design, assess, and optimise architectural solutions efficiently and rapidly, drawing on deep technical understanding and strategic thinking developed across multiple high-impact domains (public sector, media, banking, insurance).

•       Ability to give business and technical presentations, translating complex architecture concepts into clear and actionable communication for senior stakeholders, cross-functional teams, and executivelevel audiences.

•       Ability to apply high quality standards in architecture design, documentation, data governance, and platform scalability, ensuring compliance with internal policies and regulatory frameworks such as GDPR.

•       Ability to cope with fast changing technologies used in data processing platforms, advanced analytics environments, and digital transformation programmes, with practical experience in adapting architectures to evolving needs.

•       Very good communication skills with technical and non-technical audiences, ensuring seamless collaboration between business users, analysts, developers, and project leadership.

•       Strong analysis and problem-solving skills, applied to large-scale, multi-stakeholder projects, enabling early identification of technical challenges and proactive resolution.

•       Capability to write clear and structured technical documents, including architecture blueprints, data models, integration patterns, and technical guidelines supporting enterprise-wide implementation.

•       Ability to participate in technical meetings and provide expert-level input, fostering shared understanding and alignment across multidisciplinary project teams.

Due to the particular nature of a large international organisation such as the European Commission, candidates should also have the following non-technical skills:

•       Capability of integration in an international and multicultural environment, demonstrated adaptability, and experience collaborating with multidisciplinary teams across multiple DGs and business domains.

•       Rapid self-starting capability and ability to take ownership of strategic tasks, aligning technical architecture with broader organisational priorities.

•       Ability to participate effectively in multilingual meetings and cross-departmental working groups, facilitating smooth collaboration and alignment across stakeholders.

•       Ability to work in a multicultural setting and contribute actively to multiple large-scale projects and enterprise-level programmes, maintaining focus on coherence and long-term value delivery.

•       Excellent team player with strong interpersonal skills, capable of leading by influence, supporting collaboration across technical and non-technical profiles, and promoting a shared architectural vision.

Following specific expertise is mandatory for the performance of tasks:

•       Excellent knowledge of enterprise architecture frameworks, such as TOGAF, COBIT or Zachman, demonstrated through the design, implementation, and operationalisation of architecture models and standards.

•       Experience in developing and implementing business architecture roadmaps and multi-year architecture plans, ensuring alignment with strategic business goals and priorities across projects and programmes.

•       Experience in working under CIO-level or equivalent strategic leadership, supporting enterprise-wide architecture decision-making and contributing to long-term capability planning.

•       Experience in conducting architecture assessments, gap analyses, and system evaluations, identifying discrepancies, vulnerabilities, and opportunities for technical and operational optimisation.

•       Experience in integrating business, information, and technology architecture layers, ensuring coherence across domains and alignment with business strategies and management drivers.

•       Excellent communication and facilitation skills, with the ability to present architecture visions, lead structured discussions, and promote architectural approaches to diverse stakeholder groups.

•       Strong capability in modelling and abstraction, applying standard representation techniques to support architecture documentation and engagement across project actors.

•       Good knowledge of enterprise architecture notations, such as BPMN and ArchiMate, applied in modelling business processes and systems dependencies.

•       Good knowledge of enterprise architecture tools, such as ARIS or equivalent, used for capturing architecture artefacts, performing impact analysis, and maintaining architecture repositories.

Following certificates & standards are considered as an asset for the performance of tasks:

•       TOGAF® (The Open Group Architecture Framework) Certification – recognised standard for enterprise architecture development and governance.

•       ArchiMate® Certification – supporting standardised modelling of enterprise architecture layers and domains.
