Job description

NATURE OF THE TASKS:

 

• Design CCN/CSI IT System and components (or supervise contractors' design), encouraging re-use

of building blocks and ensuring that the design of the system will fulfil the system's requirements,

including non-functional requirements like volume, scalability, confidentiality, integrity, availability

 

• Propose, challenge, approve technical solutions including cost benefit analyses, assessment of

implementation's duration and/or supervise TAXUD contractors in this field

 

• Ensure that the systems, components and/or services' design are consistent with TAXUD’s reference

architecture

 

• Study or supervise the study of adequacy and impact of new technology or new versions of

COTS/OSs on TAXUD systems

 

• Follow-up of CCN/CSI operational incidents, problems and changes with the TAXUD’s Incident

Managers and Operational contractors

 

• Participate in the definition of sub-projects by specifying scope, objectives, identifying risks and

preparing risk mitigation

 

• Review and evaluate technical documents. It includes reviewing offers from DG TAXUD

contractors, review cycles and coordinating with Quality Assurance contractor

 

• Interact with the project stakeholders, which include - but not limited to - TAXUD’s contractors,

other TAXUD units, Member States and other DGs

 

• Draft a variety of documents, including statements of work, technical annexes, presentations and

reports concerning all CCN/CSI related project activities or any other DG TAXUD related activities

The consultant delivering the service should have specialized experience in large IT projects, including

Architecture, Specifications, Development and operations using a variety of technologies.

 

LEVEL OF EDUCATION

 

A minimum educational qualification is: Level of education corresponding to Level 6 of the European Qualification Framework which typically

corresponds to a bachelor’s level or 3 years of higher education.

 

4. KNOWLEDGE AND SKILLS

 

the consultant should have specialized knowledge in IT

interoperability technology like message-oriented middleware, web services, service-oriented bus etc.

distributed systems design and messaging layer.

• Ability to give business and technical presentations to multiple stakeholders

• Ability to apply high quality standards

• Ability to cope with fast changing technologies used in IT networking

• Very good communication skills with technical and non-technical audiences

• Analysis and problem-solving skills

• Capability to write clear and structured technical documents

• Ability to participate in technical meetings and good communication skills
