Job description
The following skills and knowledge are also required for the performance of the above listed tasks:
Proven experience in Project/Programme Management using PM², Agile methodologies;
Confirmed experience as Product Owner in large organizations;
Demonstrable experience in partner/vendor management and contract negotiations (establishment of SLAs and MoUs) ;
Solid experience in transition management of large, enterprise level Information Systems;
Good knowledge of application lifecycle management;
Power usage of Commission project management tools such as Confluence and Jira;
Very strong drafting and communication skills at least in English, both orally and in writing; additional official languages are an asset;
Strong analytical skills, ability to approach problems from multiple angles and find creative solutions;
Ability to produce mature executive summaries, presentations and to engage with stakeholders at any levels, from operational staff to senior management;
Proven capacity to analyze complex information, to consider options in a clear and structured way, to propose and implement recommendations and to make sound decisions;
Ability to work effectively both with team members and with customers;
Self-motivated and autonomous, with ability to manage and follow up on multiple tasks simultaneously;
Ability to work under pressure and with tight deadlines, to make timely decisions, to reprioritize tasks responding to changes in a rapidly evolving work environment;
Ability to develop and set up processes and structures across various fields of activities;
Strong ability to learn and apply new/emerging technologies.
The following specific expertise is required for the performance of tasks:
At least 10 years of specific expertise in technical Project/Programme Management;
At least 10 years of specific expertise in Vendor & Contract Management.
The following specific expertise will be an advantage:
At least 5 years of specific expertise within an EU Institution.
MINIMUM TECHNICAL REQUIREMENTS (EDUCATION, KNOWLEDGE, SKILLS, EXPERTISE, CERTIFICATIONS)
Level of education corresponding to Level 7 of the European Qualification Framework which typically corresponds to a master’s level or 5 years of higher education.
Furthermore, as many of the following educational qualifications will be an advantage because of the advanced nature of the Programme in terms of technologies and logistics:
Science or Engineering degree
Master of Business Administration (MBA)
