Job description

DESCRIPTION OF THE TASKS:

•        Apply the International Function Point Users Group Functional Size Measurement (IFPUG FSM) method in order to determine the functional size of IT projects when possible

•        Apply the IFPUG SNAP (Software Non-functional Assessment Process) method to measure the nonfunctional requirements, based on the IFPUG

•        Validate the number of function points and SNAP points determined by the development Contractor; 

•        Manage and coordinate with all stakeholders to address the issues related to functional and nonfunctional measurements; 

•        Set up and enforce the respect of organisation, procedures and project office tasks, raising warnings in case of non-respect of these;

•        Structure the information in ways that are appropriate to the target audience;

•        Report on the service status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within the Client or other partners;

•        Escalate issues, in particular the ones with potential impacts on time or resources;

•        Produce and/or review documents; 

•        Provide suggestions for service or methodology improvements;

•        Participate and contribute in meetings with DG TAXUD and contractors.

LEVEL OF EDUCATION: Bachelor or Master Degree

 

 

Following skills and knowledge are required for the performance of the above listed tasks: 

•        Fluent in English;

•        Experience in international/multicultural environment;

•        Experience in consulting and coordinating multiple sub-contractors for the assigned IT projects;

•        Experience with Project Management tools (such as MS Project, Word, Excel and Visio); willingness to use the project management tool and methodologies

•        Strong organisational, project management and coordination skills with many international stakeholders is required;

•        Ability to present and to animate discussions, rapid self-starting capability and ability to work autonomously are mandatory; 

•        Demonstrate motivation to deliver according expectations in a team;

•        Experience in progress monitoring and reporting to all levels within the organisation and involved stakeholders;

•        Good communication skills (adapt the information to the target audience);

•        Ability to produce minutes, notes, planning schedules, etc. is required;

•        Ability to understand the technological aspects of the project, as well as the risks and the success factors is required;

•        Experience in an EU public administration IT service linked to Customs / EU or International Institutions linked to Customs is an asset.

 

In order to deliver the service to the required standards, the consultant should have the following previous experience and skills: 

 

•        IFPUG CFPS (Certified Function Point Specialist) certification is mandatory; IFPUG CSP (Certified SNAP Practitioner) certification is not mandatory but is an asset. The candidate is expected to take the CSP exam if not certified yet; 

•        Project management experience, preferably in the area of IT; 

•        Agile estimation experience; 

•        Experience in working with multiple stakeholders; 

 •        Experience of large scale systems integration projects is an asset, preferably within IT and/or taxation, excise and customs environment.

•        Ability to present and to animate discussions, rapid self-starting capability and ability to work autonomously; 

•        Strong organisational and co-ordination skills;
